docs/libcurl: generate PROTOCOLS from meta-data
Remove the PROTOCOLS section from the source files completely and
instead generate them based on the header data in the curldown files.

It also generates TLS backend information for options marked for TLS as
protocol.

Closes #13175

# NAME
CURLINFO_RTSP_SERVER_CSEQ - get the next RTSP server CSeq
# SYNOPSIS

long *cseq);

# DESCRIPTION
Pass a pointer to a long to receive the next CSeq that is expected to be used
by the application.
Listening for server initiated requests is not implemented!
Applications wishing to resume an RTSP session on another connection should
retrieve this info before closing the active connection.
