Replace the QUERY filter methods for connect and appconnect time with a
new control CF_CTRL_REPORT_STATS that is triggered when a connect ends
(successful or not).
Filters in the connection can then report their statistics. Socket and
TLS filters do this only once. Subsequent CF_CTRL_REPORT_STATS will do
nothing.
This prevents timers to be reported twice in STARTTLS scenarios.

To avoid a breakage in CI and curl-for-win builds on upstream updates
extending the callback lists. Each such breakage needed patching curl,
rolling these patches into curl-for-win, and doing it in near real-time,
to keep CI and builds working (and still causing some red CI jobs).
Bring calmness here by suppressing the warnings and allowing time to
extend the callback tables as/if needed and at a convenient moment.

never used anywhere. Add trace statements where reasons for closing
were not already traced and maybe not obvious.

Remove the timestamp passed for ratelimit checks. Let the limit
calculation obtain a timestamp when it needs it. Most transfers run
without active ratelimits and getting a fresh timestamp is unnecessary.

Do not set the easy handle opening a proxy tunnel as userdata on the
stream. The ease handle might go out of scope long before the tunnel
stream is closed.

Adjust code to avoid `-Wformat-signedness` warnings, while making sure
that enums are always cast to a known type when passing them to `printf`
functions, to support compilers and compiler settings where enums are
not default-size signed ints.

version.
Fix bugs in proxy implementation when it comes to stream and pollset
handling and transfer lifetimes.
Curl_multi_xfer_sockbuf_borrow: work without multi
When a connection gets shutdown by a share, the easy handle used is
share->admin and it does not have a multi handle. In that case let
Curl_multi_xfer_sockbuf_borrow() allocate a buffer to be freed on
release.
This happens when a TLS filter sends its last notify through a HTTP/3
proxy tunnel.
