docs/libcurl: generate PROTOCOLS from meta-data
Remove the PROTOCOLS section from the source files completely and
instead generate them based on the header data in the curldown files.

It also generates TLS backend information for options marked for TLS as
protocol.

Closes #13175

CURLINFO_RTSP_CSEQ_RECV - get the recently received CSeq
# SYNOPSIS

# DESCRIPTION
Pass a pointer to a long to receive the most recently received CSeq from the
server. If your application encounters a *CURLE_RTSP_CSEQ_ERROR* then you
may wish to troubleshoot and/or fix the CSeq mismatch by peeking at this
value.
