cmake: add feature checks for memrchr and getifaddrs 
- `HAVE_MEMRCHR` for `memrchr`.
- `HAVE_GETIFADDRS` for `getifaddrs`.
  This was present in `lib/curl_config.h.cmake` but missed the detection
  logic.

To match existing autotools feature checks.
