ff5140a25f
Recently sometimes the Ubuntu package repository is very slow to access. Remove the time limit for the install step, and bump the total limit, aligning with Linux jobs. In most cases the `install packages` steps takes 15-25 seconds. Sometimes this goes up to 30-45 minutes.
