Before this patch not all tests used `%FILE_PWD` with the `file://`
protocol.
Keep `%PWD` for test1145, to keep it fail on Windows like the test
expects.

Windows sometimes has issues when opening the same file twice, so these
test two situations where that could potentially occur.

The threee tags `<name>`, `</name>` and `<command>` were frequently used
with a leading space that this removes. The reason this habbit is so
widespread in testcases is probably that they have been copy and pasted.
Hence, fixing them all now might curb this practice from now on.

Now FILE transfers send headers to the header callback like HTTP and
other protocols. Also made curl_easy_getinfo(...CURLINFO_PROTOCOL...)
work for FILE in the callbacks.
Makes "curl -i file://.." and "curl -I file://.." work like before
again. Applied the bold header logic to them too.

are not, due mainly to the lack of support for XML character entities
(e.g. & => & ). This will make it easier to validate test files using
tools like xmllint, as well as edit and view them using XML tools.
