- tests: verify CMake `DISABLE` options.
Make an exception for 2 CMake-only ones, and one more that's
using a different naming scheme, also in autotools and source.
- cmake: add support for `CURL_DISABLE_HEADERS_API`.

Add licensing and copyright information for all files in this repository. This
either happens in the file itself as a comment header or in the file
`.reuse/dep5`.
This commit also adds a Github workflow to check pull requests and adapts
copyright.pl to the changes.

Test 1165 would fail on some systems because it didn't detect
CURL_DISABLE_* symbols that were used to the right of another one on the
same line! The script would only detect and extract the first one.

The disable-scan script used in test 1165 is extended to also verify
that the docs cover all used defines and all defines offered by
configure.
