- spacecheck.pl: drop line-ending whitespace exception for tests.

To make special newlines more explicit and visible.
Mostly in `<protocol>` sections, some in `<data*>` and `<upload>`.
Reducing the number of `tests/data/test*`:
- CRLF newlines from 21535 to 11337.
- files with mixed newlines from 1335 to 707.
Also delete empty `<protocol>` sections.

- make it only accept version 1.0, as that is the version curl supports
- convert the parser to use strparse
- the status code max is now 999, but it does allow != 3 digits

and mark the stream for close, but return OK since the response this far
was ok - if headers were received. Partly because this is what curl has
done traditionally.
Test 499 verifies. Updates test 689.
