curlx: move into to curlx/
Move curlx_ functions into its own subdir.

The idea is to use the curlx_ prefix proper on these functions, and use
these same function names both in tool, lib and test suite source code.
Stop the previous special #define setup for curlx_ names.

The printf defines are now done for the library alone. Tests no longer
use the printf defines. The tool code sets its own defines. The printf
functions are not curlx, they are publicly available.

The strcase defines are not curlx_ functions and should not be used by
tool or server code.

dynbuf, warnless, base64, strparse, timeval, timediff are now proper
curlx functions.

When libcurl is built statically, the functions from the library can be
used as-is. The key is then that the functions must work as-is, without
having to be recompiled for use in tool/tests. This avoids symbol
collisions - when libcurl is built statically, we use those functions
directly when building the tool/tests. When libcurl is shared, we
build/link them separately for the tool/tests.

windows: drop code and curl manifest targeting W2K and older
curl requires Windows XP since 2023. Drop version detection code using
`GetVersionEx()` aimed to support earlier Windows versions. With that
call deleted, the embedded manifest in `curl.rc` becomes unnecessary.
Delete it too, along with the enabler logic in build systems.

This allows to stop forcing `/MANIFEST:NO` for MSVC builds. Dropping it
fixes VS2008 shared builds, that require an auto-generated SxS
(side-by-side assembly) manifest to find their CRT DLLs. This was the
issue that prevented VS2008 `curl.exe` launching on AppVeyor CI:
```
src/curl.exe: error while loading shared libraries: ?: cannot open shared object file: No such file or directory
```
Ref: https://ci.appveyor.com/project/curlorg/curl/builds/51577006/job/eitypvwlb1rxr11d#L261

FWIW the `curl.rc` embedded manifest wasn't ever enabled for VS2008 CI
builds either, because CMake did not pass our custom macro via
`CMAKE_RC_FLAGS` to `rc.exe`. For reasons I could not figure out.

After this patch the curl build no longer inject its own manifest, and
lets the default be applied by linkers and toolchains. It fixes VS2008
shared builds. curl continues to detect the real Windows version via
`RtlVerifyVersionInfo()` from `ntdll`.

build: drop tool_hugehelp.c.cvs, tidy up macros, drop buildconf.bat
Rework the way `tool_hugehelp.c` is included in builds.

After this patch, with `./configure` and CMake `tool_hugehelp.c` is only
compiled when building with manuals enabled. With manuals disabled this
source file is not used anymore. The method is similar to how
8a3740bc8e implemented `tool_ca_embed.c`.
`./configure` always generates it as before, otherwise the build fails.

- winbuild: rework to not need `buildconf.bat`, but automatically use
`tool_hugehelp.c` if present (e.g. when building from an official
source tarball) and enable `USE_MANUAL` accordingly.

- `buildconf.bat`: after dropping `tool_hugehelp.c` generation, the only
logic left was `cp Makefile.dist Makefile`. This allowed to launch
winbuild builds via GNU Make in a Git repo. Drop this option together
  with the batch file.

- build `libcurltool` without `USE_MANUAL` macro to exclude the manual
and the dependence on the generator commands. Drop relying on
  `UNITTESTS` for this purpose.
  Follow-up to 96843f4ef7 #16068

- `src/mkhelp.pl`: include `tool_hugehelp.h` before using `USE_MANUAL`
to have it set in `config-*.h` builds with source tarballs created
  with manual but without zlib.

22e7b1512b winbuild/README: consolidate command prompt section

That prompt may confuse users since it is not easily switched to x64.

Instead users will now only see the remaining instruction to use a
platform specific command prompt to build curl, like "x64 Native Tools".

There's several links as well to Microsoft documentation for users that
have more complicated requirements, such as using vcvarsall.

tool: add "variable" support
Add support for command line variables. Set variables with --variable
name=content or --variable name@file (where "file" can be stdin if set
to a single dash (-)).

Variable content is expanded in option parameters using "{{name}}"
(without the quotes) if the option name is prefixed with
"--expand-". This gets the contents of the variable "name" inserted, or
a blank if the name does not exist as a variable. Insert "{{" verbatim
in the string by prefixing it with a backslash, like "\\{{".

Import an environment variable with --variable %name. It makes curl exit
with an error if the environment variable is not set. It can also rather
get a default value if the variable does not exist, using =content or
@file like shown above.

Example: get the USER environment variable into the URL:

 --variable %USER
 --expand-url = "https://example.com/api/{{USER}}/method"

When expanding variables, curl supports a set of functions that can make
the variable contents more convenient to use. It can trim leading and
trailing white space with "trim", output the contents as a JSON quoted
string with "json", URL encode it with "url" and base 64 encode it with
"b64". To apply functions to a variable expansion, add them colon
separated to the right side of the variable. They are then performed in
a left to right order.

Example: get the contents of a file called $HOME/.secret into a variable
called "fix". Make sure that the content is trimmed and percent-encoded
sent as POST data:

  --variable %HOME=/home/default
  --expand-variable fix@{{HOME}}/.secret
  --expand-data "{{fix:trim:url}}"
  https://example.com/

80b7f05baf winbuild: fix makefile clean
- Fix and move 'clean' code that removes the output and obj directories
  trees from MakefileBuild.vc to Makefile.vc.

Prior to this change the 'clean' code did not work right because the
variables containing the directory names were not fully initialized and
the rmdir syntax was sometimes incorrect (typos). DIRDIST for example
was set to ..\builds\ and not ..\builds\$(CONFIG_NAME_LIB)\ so it would
remove the former and not the latter. If WITH_PREFIX was set then that
directory was removed instead.

Also, DIRDIST (the output directory) even if initialized should not be
removed by MakefileBuild.vc because by that time it could be set to a
user directory that may contain other files if WITH_PREFIX is set (eg we
don't want rmdir /s /q C:\usr\local). Therefore we remove from
Makefile.vc before any of that happens. I added a comment in both
makefiles explaining this.

winidn: drop WANT_IDN_PROTOTYPES
`WANT_IDN_PROTOTYPES` was necessary to avoid using a header that came

tidy-up: delete parallel/unused feature flags
Detecting headers and lib separately makes sense when headers come in
variations or with extra ones, but this wasn't the case here. These were
duplicate/parallel macros that we had to keep in sync with each other
for a working build. This patch leaves a single macro for each of these
dependencies:

- Rely on `HAVE_LIBZ`, delete parallel `HAVE_ZLIB_H`.

Also delete CMake logic making sure these two were in sync, along with

  Also delete stray `HAVE_ZLIB` defines.

There is also a `USE_ZLIB` variant in `lib/config-dos.h`. This patch

- Rely on `USE_LIBSSH2`, delete parallel `HAVE_LIBSSH2_H`.

  Also delete `LIBSSH2_WIN32`, `LIBSSH2_LIBRARY` from

itself. And `CURL_USE_LIBSSH`, which had no use at all.

- Rely on `USE_LIBSSH`, delete parallel `HAVE_LIBSSH_LIBSSH_H`.

  Also delete `LIBSSH_WIN32`, `LIBSSH_LIBRARY` and `HAVE_LIBSSH` from
`winbuild/MakefileBuild.vc`, these were the result of copy-pasting the
libssh2 line, and were not having any use.

- Delete unused `HAVE_LIBPSL_H` and `HAVE_LIBPSL`.

- Invoke cl compiler once for each group of .c files.

This is significantly improves compilation time. For example in my
environment: 40 s --> 20 s.

Prior to this change cl was invoked per .c file.
