GHA/checksrc: check GHA rules with zizmor
The pedantic level is experimental. If it causes issues, we may just
disable it alongside the ignore comments.

Also:
- silence error:

GHA: skip updating man-db for faster installs (Ubuntu)
This step could take from 5 seconds to 5 minutes, sometimes making it
run out of its time slot. It affected 60 CI jobs.

Saving an estimated minimum of 5 minutes per CI run.

wcurl: import v2025.04.20 script + docs
Build/install the man page. Install the script.

This an "import" rather than just adding the script into the release tarball
with maketgz to make sure the tarball build is completely reproducible.

runtests: generate certs dynamically, bump to EC-256, tidy up
Before this patch the curl repository and source tarball distribution
contained test certificates as binary blobs. Used by runtests.

Drop these certificates in favor of generating them dynamically as
part of the build process. Both via autotools and CMake.

As part of this, improve certificates, the generator script and process,
file layout, and fix any issue to make it work fast and smooth both in
CI and local builds.

Note, cert generator scripts require OpenSSL >=1.0.2
(or LibreSSL >=3.1.0). Generation requires POSIX shell, also with CMake.
Without a POSIX shell tests relying on TLS (and stunnel) will fail.

Details:

- build: generate certs as part of the test run process.
- build, tests: generate certs in the build directory.
- binarycheck: drop concept of known binary files with hashes.
- binarycheck: move binary check logic into spacecheck and drop this
  separate checker tool.
- build: fix to clean all cert files.
- autotools: fix to not run leaf cert generators in parallel. To avoid
  confusion when updating the revocation database and counter.
- scripts: drop `scripts` subdir, merge two scripts into one,
  auto-generate root cert, allow generating multiple leafs at once.
- scripts: switch to EC-256 keys (was: RSA-2048). For key size and perf.
- scripts: drop `-x` echo, text dumps, most other output. To avoid log
  noise and make it quicker in CI.
- scripts: make it non-RSA-specific.
- scripts: delete unused code.
- scripts: use POSIX shell shebang. Some envs don't have bash (Alpine).
- scripts: pass test pseudo-secrets via the command-line. To avoid:
  ```

- cmake: fix to launch generator scripts via the detected POSIX shell.
- cmake: fix `build-certs` rule to not depend on `SRPFILES`
  (`srp-verifier-*`).
- cmake: drop `EXCLUDE_FROM_ALL` for the cert subdir. It makes
  the Visual Studio generator miss to create the `clean-certs`,
  `build-certs` targets. No target depend on them, so they don't execute
  implicitly anyway. Fixes:
  ```
  MSBUILD : error MSB1009: Project file does not exist.
  Switch: clean-certs.vcxproj
  ```
- cmake: add `VERBATIM USES_TERMINAL` to `build-certs` target.
- GHA/linux: install openssl on Alpine, for the cert generator scripts.

GHA: tidy up apt commands
- drop `--quiet 2` option where used, to have uniform output.
- replace `apt` with `apt-get` in one job. sync options with rest.
- replace deprecated `apt-key` command with the alternative recommended
  by `apt-key(8)`.
- drop stray `cd /tmp`, no longer needed after migrating to GHA.
- shorten `--option Dpkg::Use-Pty=0` to `-o Dpkg::Use-Pty=0`.
- add `-o Dpkg::Use-Pty=0` to hide `apt-get` progress bars taking
  vertical log space, where missing.
- drop `-y --no-install-suggests --no-install-recommends` `apt-get`
  options. They are the default in the ubuntu-24.04 image.
- GHA/distcheck: move `name:` to top in steps where not there.
- scripts/cijobs.pl: catch `apt-get` lines with the `-o` option.

223fb00a78 CI: run pytype and ruff on Python code
These ensure a more consistent style and can find some errors statically
that would otherwise only be seen at run-time. Also, bump the Ubuntu
version of some other checks to get newer versions of some linters.

GHA: use more ninja, build examples in the last step, and more
- linux: bump up test parallelism for valgrind tests to `-j4`
  (from `-j2`). (EXPERIMENTAL)
- linux: drop `apt-get update` for the default architecture on the GHA
  native runner. It makes prereq install steps complete faster.
  The runner image gets weekly updates, and that should be enough to
  guarantee fresh packages in most cases:

- aws-lc: use ninja with cmake.

CI: move Azure jobs to GHA, fix fallouts, sshserver, runtests tweaks
CI:

- GHA/windows: enable OpenSSH server, SysInternals `handle`, `impacket`.
  Skip `impacket` on MSYS2 due to install failure.
  Skip OpenSSH server for old/standalone mingw-w64 (building curl
  without SSH there.)
- GHA/windows: make test tool installs a separate step.
- GHA/cygwin: enable OpenSSH server.
  Skip `impacket`: it's compiling for 7 minutes then breaks.
  Skip `stunnel` due to sluggish test run performance.
  (This update is unrelated to Azure jobs.)
- GHA/linux: migrate Linux jobs from Azure CI.
- GHA/linux: migrate scanbuild job from Azure CI.
- GHA/linux: enable libssh2 in a job. Also enable valgrind.
- CI/windows: enable SSPI in two jobs.
- CI/windows: disable zlib in one more job.
- CI/windows: improve `if` condition checking GnuTLS.
- CI/windows: ignore SFTP/SCP tests as necessary.
  - universally ignore SCP tests, they fail everywhere.
  - ignore test 612.
  - ignore test 613 616 618 with MSYS2 mingw-w64.
  - ignore test 614 with libssh.
  - ignore all SFTP with MSYS2 native.
  - ignore all SFTP with vcpkg with `libssh2[core,zlib]`.

- runtests: add `-t` (kill whole tree) option to `taskkill` in
  `servers.pm`, syncing it with the other `taskkill` call.

- runtests: show warning if Sysinternals `handle` tool is missing.
- runtests: drop Windows XP Home compatibility `tskill` call.
  The call was made on all Windows versions. It's possibly overkill to
  do this, because XP Home is probably rarely used for running curl
  tests these days. In case it's needed, it'd be better to put it under
  an explicit option.
- runtests: show Perl version and path.

Fix/silence fallouts:

- unit2603: fix building with disabled HTTP support.
- unit2604: silence `-Woverlength-strings` warnings in C89 mode.
- test437, test1614: fix to pass with no-IPv6 builds.

5629bb7cf6 CI: consolidate workflows for source and docs check
A bunch of tiny jobs that run various source or documentation checks are
consolidated into two workflow files: checksrc.yml and checkdocs.yml.
This reduces the proliferation of new files containing one-line checks
and brings those that operate similarly together for better reasoning
about them. The man-examples check is also now running again for the
first time in 7 months.

Various calls to find, xargs and git ls-files are changed where possible
to use NUL line terminators in pipes to avoid issues with oddly-named
files that might find their way into the repo.

GHA: add a checksrc job
This job unconditionally runs checksrc on ALL .c and .h files present in
git.

checksrc.pl: fixed to look for ".checksrc" in the same directory from
where it loads the file to check so that it an be invoked like this
