quic: implement CURLINFO_TLS_SSL_PTR
Replace the old Curl_ssl_get_internals() with a new connection filter
query to retrieve the information. Implement that filter query for TCP
and QUIC TLS filter types.

Add tests in client tls_session_reuse to use the info option and check
that pointers are returned.

build: drop explicit curlx from hdr paths, refer headers with curlx/ prefix
To make all src and test code refer to curlx headers the same way.

Also:
- src: move `curlx.h` include to `tool_setup.h`.
- src/tool_setup.h: drop stray `curlx/timeval.h`.
- servers: de-duplicate `curlx.h` and `curl_setup.h` includes.
- libtests, units: drop stray curlx sub-headers in favor of
  `<curlx/curlx.h>`.
- tests: include `curlx.h` with `<>` instead of `""`. To match
  other parts of the codebase.

curl: implement non-blocking STDIN read on Windows
Implements a seperate read thread for STDIN on Windows when curl is run
with -T/--upload-file .

This uses a similar technique to the nmap/ncat project, spawning a
seperate thread which creates a loop-back bound socket, sending STDIN
into this socket, and reading from the other end of said TCP socket in a
non-blocking way in the rest of curl.

lib: make CURLX_SET_BINMODE() and use it
Use it from libtests' `first.c` and thus also from units, and tunits.

Also:
- cmake: drop stray `curltool` lib dependency for units.
- units: stop depending on `src` headers.
- tests/server: drop depending on `src` headers.
  (the remaining one listed in the comments, `tool_xattr.h`, was not
  actually used from servers.)
- tests/server: drop duplicate curlx headers.
  (Except `warnless.h`, which is tricky on Windows.)

tool_operate: move config2setopts to separate file, split into subs
To decrease size and complexity. Complexity taken down from 190 to 80.

Bonus:

- remove leftover HTTP/0.9 warning never triggered since hyper was dropped
- remove the ftp-skip-ip option unless FTP is used
- only set HTTP options if HTTP(S) is used
- remove use of the pointless SETOPT_CHECK macro

Side-effect:

- The order of the options in --libcurl is modified

curlx: move into to curlx/
Move curlx_ functions into its own subdir.

The idea is to use the curlx_ prefix proper on these functions, and use
these same function names both in tool, lib and test suite source code.
Stop the previous special #define setup for curlx_ names.

The printf defines are now done for the library alone. Tests no longer
use the printf defines. The tool code sets its own defines. The printf
functions are not curlx, they are publicly available.

The strcase defines are not curlx_ functions and should not be used by
tool or server code.

dynbuf, warnless, base64, strparse, timeval, timediff are now proper
curlx functions.

When libcurl is built statically, the functions from the library can be
used as-is. The key is then that the functions must work as-is, without
having to be recompiled for use in tool/tests. This avoids symbol
collisions - when libcurl is built statically, we use those functions
directly when building the tool/tests. When libcurl is shared, we
build/link them separately for the tool/tests.

core: stop redefining E* macros on Windows, map EACCES, related fixes
Before this patch, standard `E*` errno codes were redefined on Windows,
onto matching winsock2 `WSA*` error codes, which have different values.
This broke uses where using the `E*` value in non-socket context, or
other places expecting a POSIX `errno`, e.g. file I/O, threads, IDN or
interfacing with dependencies.

Fix it by introducing a curl-specific `SOCKE*` set of macros that map to
`WSA*` on Windows and standard POSIX codes on other platforms. Then
verify and update the code to use `SOCKE*` or `E*` macro depending on
context.

- Add `SOCKE*` macros that map to either winsock2 or POSIX error codes.
  And use them with `SOCKERRNO` or in contexts requiring
  platform-dependent socket error codes.

  This fixes `E*` uses which were supposed be POSIX values, not `WSA*`
  socket errors, on Windows:
  - lib/curl_multibyte.c
  - lib/curl_threads.c
  - lib/idn.c
  - lib/vtls/gtls.c
  - lib/vtls/rustls.c
  - src/tool_cb_wrt.c
  - src/tool_dirhie.c

- Ban `E*` codes having a `SOCKE*` mapping, via checksrc.
  Authored-by: Daniel Stenberg

- Add exceptions for `E*` codes used in file I/O, or other contexts
  requiring POSIX error codes.

Also:
- ftp: fix missing `SOCKEACCES` mapping for Windows.
- add `SOCKENOMEM` for `Curl_getaddrinfo()` via `asyn-thread.c`.
- tests/server/sockfilt: fix to set `SOCKERRNO` in local `select()`
  override on Windows.
- lib/inet_ntop: fix to return `WSAEINVAL` on Windows, where `ENOSPC` is
  used on other platforms. To simulate Windows' built-in `inet_ntop()`,
  as tested on a Win10 machine.
  Note:
  - WINE returns `STATUS_INVALID_PARAMETER` = `0xC000000D`.
  - Microsoft documentation says it returns `WSA_INVALID_PARAMETER`

curl: add my_setopt_long() and _offt()
Two new dedicated functions for setting long and curl_off_t options with
curl_easy_setopt(). These make it easier to make sure we pass on the
right option (types) so that the --libcurl code also gets right.

build: enable -Wcast-qual, fix or silence compiler warnings
The issues found fell into these categories, with the applied fixes:

- const was accidentally stripped.
  Adjust code to not cast or cast with const.

- const/volatile missing from arguments, local variables.
  Constify arguments or variables, adjust/delete casts. Small code
  changes in a few places.

- const must be stripped because an API dependency requires it.
  Strip `const` with `CURL_UNCONST()` macro to silence the warning out
  of our control. These happen at API boundaries. Sometimes they depend
  on dependency version, which this patch handles as necessary. Also
  enable const support for the zlib API, using `ZLIB_CONST`. Supported
  by zlib 1.2.5.2 and newer.

- const must be stripped because a curl API requires it.
  Strip `const` with `CURL_UNCONST()` macro to silence the warning out
  of our immediate control. For example we promise to send a non-const
  argument to a callback, though the data is const internally.

- other cases where we may avoid const stripping by code changes.
  Also silenced with `CURL_UNCONST()`.

- there are 3 places where `CURL_UNCONST()` is cast again to const.
  To silence this type of warning:
  ```
  lib/vquic/curl_osslq.c:1015:29: error: to be safe all intermediate
    pointers in cast from 'unsigned char **' to 'const unsigned char **'
    must be 'const' qualified [-Werror=cast-qual]
  lib/cf-socket.c:734:32: error: to be safe all intermediate pointers in
    cast from 'char **' to 'const char **' must be 'const' qualified
    [-Werror=cast-qual]
  ```
  There may be a better solution, but I couldn't find it.

These cases are handled in separate subcommits, but without further
markup.

If you see a `-Wcast-qual` warning in curl, we appreciate your report
about it.

shutdowns: split shutdown handling from connection pool
Further testing with timeouts in event based processing revealed that
our current shutdown handling in the connection pool was not clear
enough. Graceful shutdowns can only happen inside a multi handle and it
was confusing to track in the code which situation actually applies. It
seems better to split the shutdown handling off and have that code
always be part of a multi handle.

Add `cshutdn.[ch]` with its own struct to maintain connections being
shut down. A `cshutdn` always belongs to a multi handle and uses that
for socket/timeout monitoring.

The `cpool`, which can be part of a multi or share, either passes
connections to a `cshutdn` or terminates them with a one-time, best
effort.

Add an `admin` easy handle to each multi and share. This is used to
perform all maintenance operations where no "real" easy handle is
available. This solves the problem that the multi admin handle requires
some additional initialisation (e.g. timeout list).

The share needs its admin handle as it is often cleaned up when no other
transfer or multi handle exists any more. But we need a `data` in almost
every call.

Fix file:// handling of errors when adding a new connection to the pool.

Changes in `curl` itself:

- for parallel transfers, do not set a connection pool in the share,
  rely on the multi's connection pool instead. While not a requirement
  for the new `cshutdn` to work, this is

  a) helpful in testing to trigger graceful shutdowns
  b) a broader code coverage of libcurl via the curl tool

- on test_event with uv, cleanup the multi handle before returning from
  parallel_event(). The uv struct is on the stack, cleanup of the multi
  later will crash when it tries to register sockets. This is a "eat
  your own dogfood" related fix.

curl.h: change some enums to defines with L suffix
To help applications do the right thing easier, change some enum values
into defines with L suffixes so that they get the corect type (long)
easier when used with curl_easy_setopt(). This also fixes a few of our
own libtests.

To reduce the risk that this change breaks the compile for any existing
users, the previously provided enums are still provided, but the values
to use are not defined by the enums.

This change "magically" fixes a few RTSP test failures we have had on
64-bit platforms because those options were not see using longs
properly.

build: add Windows CE / CeGCC support, with CI jobs
Make it possible to build curl for Windows CE using the CeGCC toolchain.
With both CMake and autotools, including tests and examples, also in CI.
The build configuration is the default one with Schannel enabled. No
3rd-party dependencies have been tested.

Also revive old code to make Schannel build with Windows CE, including
certificate verification.

Builds have been throughougly tested. But, I've made no functional tests
for this PR. Some parts (esp. file operations, like truncate and seek)
are stubbed out and likely broken as a result. Test servers build, but
they do not work on Windows CE. This patch substitutes `fstat()` calls
with `stat()`, which operate on filenames, not file handles. This may or
may not work and/or may not be secure.

About CeGCC: I used the latest available macOS binary build v0.59.1
r1397 from 2009, in native `mingw32ce` build mode. CeGCC is in effect
MinGW + GCC 4.4.0 + old/classic-mingw Windows headers. It targets
Windows CE v3.0 according to its `_WIN32_WCE` value. It means this PR
restores portions of old/classic-mingw support. It makes the Windows CE
codepath compatible with GCC 4.4.0. It also adds workaround for CMake,
which cannot identify and configure this toolchain out of the box.

Notes:
- CMake doesn't recognize CeGCC/mingw32ce, necessitating tricks as seen
  with Amiga and MS-DOS.
- CMake doesn't set `MINGW` for mingw32ce. Set it and `MINGW32CE`
  manually as a helper variable, in addition to `WINCE` which CMake sets
  based on `CMAKE_SYSTEM_NAME`.
- CMake fails to create an implib for `libcurl.dll`, due to not
  recognizing the platform as a Windowsy one. This patch adds the
  necessary workaround to make it work.
- headers shipping with CeGCC miss some things curl needs for Schannel
  support. Fixed by restoring and renovating code previously deleted
  old-mingw code.
- it's sometime non-trivial to figure out if a fallout is WinCE,
  mingw32ce, old-mingw, or GCC version-specific.
- WinCE is always Unicode. With exceptions: no `wmain`,
  `GetProcAddress()`.
- `_fileno()` is said to convert from `FILE *` to `void *` which is
  a Win32 file `HANDLE`. (This patch doesn't use this, but with further
  effort it probably could be.)

- WinCE has no signals, current directory, stdio/CRT file handles, no
  `_get_osfhandle()`, no `errno`, no `errno.h`. Some of this stuff is
  standard C89, yet missing from this platform. Microsoft expects
  Windows CE apps to use Win32 file API and `FILE *` exclusively.
- revived CeGCC here (not tested for this PR):

On `UNDER_CE` vs. `_WIN32_WCE`: (This patch settled on `UNDER_CE`)

- A custom VS2008 WinCE toolchain does not set any of these.
  The compiler binaries don't contain these strings, and has no compiler
  option for targeting WinCE, hinting that a vanilla toolchain isn't
  setting any of them either.
- `UNDER_CE` is automatically defined by the CeGCC compiler.

- `UNDER_CE` is similar to `_WIN32`, except it's not set automatically
  by all compilers. It's not supposed to have any value, like a version.
  (Though e.g. OpenSSL sets it to a version)
- `_WIN32_WCE` is the CE counterpart of the non-CE `_WIN32_WINNT` macro.
  That does return the targeted Windows CE version.
- `_WIN32_WCE` is not defined by compilers, and relies on a header
  setting it to a default, or the build to set it to the desired target
  version. This is also how `_WIN32_WINNT` works.
- `_WIN32_WCE` default is set by `windef.h` in CeGCC.
- `_WIN32_WCE` isn't set to a default by MSVC Windows CE headers (the
  ones I checked at least).
- CMake sets `_WIN32_WCE=<ver>`, `UNDER_CE`, `WINCE` for MSVC WinCE.
- `_WIN32_WCE` seems more popular in other projects, including CeGCC
  itself. `zlib` is a notable exception amongst curl dependencies,
  which uses `UNDER_CE`.
- Since `_WIN32_WCE` needs "certain" headers to have it defined, it's
  undefined depending on headers included beforehand.
- `curl/curl.h` re-uses `_WIN32_WCE`'s as a self-guard, relying on
  its not-(necessarily)-defined-by-default property:

http: negotiation and room for alt-svc/https rr to navigate
Add a 'wanted' major HTTP version bitmask next to the 'allowed' bitmask
in HTTP version negotiation. This will try connections as specified in
'wanted', but enabled Alt-Svc and HTTPS-RR to redirect to other major
HTTP versions, if those are 'allowed'.

Changes libcurl internal default to `CURL_HTTP_VERSION_NONE` and removes
the code in curl that sets `CURL_HTTP_VERSION_2TLS` if the command line
does not say anything else.

addrinfo: add curl macro to avoid redefining foreign symbols
Before this patch curl code was redefining `getaddrinfo` and
`freeaddrinfo` system symbols to plug in its debug wrappers. This was
causing pains to avoid applying the redefinitions to system headers
defining these functions, and to the local debug wrappers. Especially
in unity builds. It also required workarounds for systems where these
symbols are already macros.

Introduce curl-namespaced macros for these functions and use them.
This allows to drop all workarounds and makes it work in all envs,
local targets and unity/bundle combinations.

Also drop GHA/windows workaround and use the same unity batch across
all jobs. Follow-up to 29e4eda631 #16272

build: drop tool_hugehelp.c.cvs, tidy up macros, drop buildconf.bat
Rework the way `tool_hugehelp.c` is included in builds.

After this patch, with `./configure` and CMake `tool_hugehelp.c` is only
compiled when building with manuals enabled. With manuals disabled this
source file is not used anymore. The method is similar to how
8a3740bc8e implemented `tool_ca_embed.c`.
`./configure` always generates it as before, otherwise the build fails.

- winbuild: rework to not need `buildconf.bat`, but automatically use
  `tool_hugehelp.c` if present (e.g. when building from an official
  source tarball) and enable `USE_MANUAL` accordingly.

- `buildconf.bat`: after dropping `tool_hugehelp.c` generation, the only
  logic left was `cp Makefile.dist Makefile`. This allowed to launch
  winbuild builds via GNU Make in a Git repo. Drop this option together
  with the batch file.

- build `libcurltool` without `USE_MANUAL` macro to exclude the manual
  and the dependence on the generator commands. Drop relying on
  `UNITTESTS` for this purpose.
  Follow-up to 96843f4ef7 #16068

- `src/mkhelp.pl`: include `tool_hugehelp.h` before using `USE_MANUAL`
  to have it set in `config-*.h` builds with source tarballs created
  with manual but without zlib.

src: omit hugehelp and ca-embed from libcurltool
CMake builds using the Xcode generator broke with an error saying it
doesn't support multiple targets depending on the same custom commands.
These custom commands are generating `tool_hugehelp.c` and
`tool_c_embed.c` for the curl tool and libcurltool.

`unit1394` and `unit1604` tests use libcurltool to test tool-specific
functions. They don't need hugehelp and ca-embed. It's thus safe to
disable and exclude them when compiling the sources for libcurltool.
Use the `UNITTESTS` macro to detect a libcurltool build within C.

After this patch these sources are solely used for building the curl
tool. Making the build compatible with the CMake Xcode generator.

Apply the change to autotools too to keep build systems synchronized.

binmode: convert to macro and use it from tests
And use it from src and tests.

Syncing this functionality between platforms and build targets.

Also: Stop redefining `O_BINARY` in src, and use a local macro with
the same effect. `O_BINARY` is used in `CURL_SET_BINMODE()` to decide
if this functionality is supported, and redefining it makes this check
pass always in unity builds. The check is required for Apple OS, because
it offers a `setmode()` function, successfully detected by both CMake
and autotools, but that function has a different functionality and
signature than that expected by `CURL_SET_BINMODE()`.

Also:
- drop MetaWare High C (MS-DOS) support for set binmode.
- tests/libtest/Makefile.inc: dedupe comments.
- lib/curl_setup_once.h: tidy up feature guards for `io.h`, `fcntl.h`.
