Replace the check if a ssl session cache is configured with
a function checking if it is configured *and* if an ssl session
cache is available.
During normal operations, a session cache is always there, however
for "connect-only" transfers this might not be the case. When such
transfers receive new sessions/tickets, they need to silently
discard those and not fail.

Make autotools and cmake detect DES support in OpenSSL and mbedTLS.
Forward feature macros to C and omit NTLM from the feature preview list.
Use the feature macros in source. This ensure that `-V` output matches
the preview.
OpenSSL doesn't support DES when built with `no-des` or `no-deprecated`.
mbedTLS 4.x no longer supports it, and it's possible to disable it in
<4 with `scripts/config.py unset MBEDTLS_DES_C`.
Before this patch this worked for
mbedTLS 4 only, and with a regression for pending PR #16973.
Also:
- drop NTLM feature check from `curl_setup.h` in favour of autotools/
cmake feature macros. This makes `curl_setup.h` no longer need
to include an mbedTLS header, which in turn makes tests/server build
without depending on mbedTLS.

`curl_m*printf()` or the system ones using their original names.

`-Weverything` is not enabled by curl, and not recommended by LLVM,
because it may enable experimental options, and will result in new
fallouts after toolchain upgrades. This patch aims to fix/silence as much
as possible as found with llvm/clang 21.1.0. It also permanently enables
warnings that were fixed in source and deemed manageable in the future.
`-Wformat` warnings are addressed separately via #18343.

Drop three interim macros and mbedTLS version checks in favor of feature
macros defined by mbedTLS itself.
These mbedTLS features require mbedTLS 3.6.0/3.6.1 for production.
Earlier versions may have partial/experimental support for them,
disabled by default and (AFAICS) without documented build options
to enable them.
One feature guard already used the native macro instead of the interim

Drop `strcasecompare` and `strncasecompare` in favor of libcurl API
calls `curl_strequal` and `curl_strnequal` respectively.

The secure transport vTLS backend was the only Curl_ssl struct instance
that populated the false_start field. Since its removed, we can now
remove that field entirely. This was a protocol feature specific to TLS
1.2 that has been replaced by the more widely adopted TLS 1.3 early data
mechanisms.
--false-start is now deprecated

cfilter/conn: change send/recv function signatures. Unify the
calling/return conventions in our send/receive handling.
Curl_conn_recv(), adjust pnread type
Parameter `pnread` was a `ssize_t *`, but `size_t *` is better since the
function returns any error in its `CURLcode` return value.

by including headers using "../[header]" when done from C files in
subdirectories, we do not need to specify the lib source dir as an
include path and we reduce the risk of header name collisions with
headers in the SDK using the same file names.

The issues found fell into these categories, with the applied fixes:
- const was accidentally stripped.
Adjust code to not cast or cast with const.
- const/volatile missing from arguments, local variables.
Constify arguments or variables, adjust/delete casts. Small code
changes in a few places.
- const must be stripped because an API dependency requires it.
Strip `const` with `CURL_UNCONST()` macro to silence the warning out
of our control. These happen at API boundaries. Sometimes they depend
on dependency version, which this patch handles as necessary. Also
enable const support for the zlib API, using `ZLIB_CONST`. Supported
by zlib 1.2.5.2 and newer.
- const must be stripped because a curl API requires it.
Strip `const` with `CURL_UNCONST()` macro to silence the warning out
of our immediate control. For example we promise to send a non-const
argument to a callback, though the data is const internally.
- other cases where we may avoid const stripping by code changes.
Also silenced with `CURL_UNCONST()`.
- there are 3 places where `CURL_UNCONST()` is cast again to const.

Remove `blocking` argument from cfilter's connect method.
Implement blocking behaviour in Curl_conn_connect() instead for all
filter chains.
Update filters implementations. Several of which did never use the
paramter (QUIC for example). Simplifies connect handling in TLS filters
that no longer need to loop
Fixed a blocking connect call in FTP when waiting on a socket accept()
which only worked because the filter did not implement it.

mbedtls is picky when a mbedtls_ssl_write) was previously blocked. It
requires to be called with the same amount of bytes again, or it will
lose bytes, e.g. reporting all was sent but they were not. Remember the
blocked length and use that when set.

When a QUIC TLS session announced early data support and
'CURLSSLOPT_EARLYDATA' is set for the transfer, send initial request and
body (up to the 128k we buffer) as 0RTT when curl is built with
ngtcp2+gnutls.
QUIC 0RTT needs not only the TLS session but the QUIC transport
paramters as well. Store those and the earlydata max value together with
the session in the cache.
Add test case for h3 use of this. Enable quic early data in nghttpx for
testing.

- recognize differences between TLSv1.3 and other tickets
* TLSv1.3 tickets are single-use, cache can hold several of them for a peer

- differentiate between ticket BLOB to store (that could be persisted) and object instances
- use put/take/return pattern for cache access
- remember TLS version, ALPN protocol, time received and lifetime of ticket
- auto-expire tickets after their lifetime

For TLS backends that don't need these functions, they now use plain
NULL pointers instead of setting a function that does nothing.

Based on #14135, implement TLSv1.3 earlydata support for the curl
command line, libcurl and its implementation in GnuTLS.
If a known TLS session announces early data support, and the feature is
enabled *and* it is not a "connect-only" transfer, delay the TLS
handshake until the first request is being sent.
- Add --tls-earldata as new boolean command line option for curl.
- Add CURLSSLOPT_EARLYDATA to libcurl to enable use of the feature.
- Add CURLINFO_EARLYDATA_SENT_T to libcurl, reporting the amount of
bytes sent and accepted/rejected by the server.
Implementation details:
- store the ALPN protocol selected at the SSL session.
- When reusing the session and enabling earlydata, use exactly
that ALPN protocol for negoptiation with the server. When the
sessions ALPN does not match the connections ALPN, earlydata
will not be enabled.
- Check that the server selected the correct ALPN protocol for
an earlydata connect. If the server does not confirm or reports
something different, the connect fails.
- HTTP/2: delay sending the initial SETTINGS frames during connect,
if not connect-only.
Verification:
- add test_02_32 to verify earlydata GET with nghttpx.
- add test_07_70 to verify earlydata PUT with nghttpx.
- add support in 'hx-download', 'hx-upload' clients for the feature

Patch started out for working around compiler warnings in BearSSL latest
tarball release v0.6 (2018-08-14) and Apple clang 14 with CMake.
Then turned into patching CMake and `Makefile.mk` builds to use
`-isystem` instead `-I` when adding header directories for
dependencies. This avoids compiler warnings in dependency headers,
syncing behaviour with autotools.
Also:
- `Makefile.mk`: add support for BearSSL.
- delete warning suppression for mbedTLS headers. No longer necessary
after this patch.

With mbedTLS if the minimum version of TLS is set to 1.3,
MBEDTLS_SSL_VERIFY_OPTIONAL is not available in client mode. See:
2ca6c285/library/ssl_tls.c (L1357)
Also, there might be plans to remove it completely in future mbedTLS
versions.
Switch to always use MBEDTLS_SSL_VERIFY_REQUIRED. If verifypeer or
verifyhost are disabled the corresponding error flags are cleared in the
verify callback function. That is also where verification errors are
logged.
