It's been going on for almost a year, chances seem slim to have this
fixed upstream.
The observed issue is that on GitHub-supplied CI runner images,
sometimes, `apt-get install` using the stock distro server
`http://azure.archive.ubuntu.com/ubuntu` sees extreme slowness while
downloading data, then reaching the job timeout and aborting, making CI
red and necessitating a manual restart of the failed job(s).
In majority of cases the install step takes no longer than 8-40 seconds
(download + install), while in the failing case it takes 10-20+ minutes
just to download.
Earlier I slimmed down installs to avoid unnecessary packages, which
mitigated, but did not completely fix the issue.

After limiting `find_package()`/`find_dependency()` calls to curl local
Find modules via the `MODULES` keyword, it became possible to detect
dependencies via CMake Configs from within those local Find modules, by
calling `find_package()` again with the `CONFIG` keyword. This patch
implements this. Then maps detection results to the result variables and
curl-specific imported targets the rest of the build expects.
Also honor recently introduced `*_USE_STATIC_LIBS` (experimental) flags
to map to the static target when requested.
This adds CMake Configs as an alternative to the existing `pkg-config`
and `find_path()`/`find_library()` auto-detection methods.
Enabled by default for MSVC, outside vcpkg and when not cross-building.
To enable for other cases, or override the default, you can use
`-DCURL_USE_CMAKECONFIG=ON` or `OFF`.
When enabled, Config detection happens after `pkg-config` and before
`find_path()`/`find_library()`. Using CMake's built-in options, you may
also manually point to the absolute directory holding Config files:
`Libssh2_DIR`, `MbedTLS_DIR`, `NGHTTP2_DIR`, `NGHTTP3_DIR`,
`NGTCP2_DIR` v1.19.0+ (with non-fork OpenSSL only), `Zstd_DIR` v1.4.5+
E.g. `-DMbedTLS_DIR=/path/to/mbedtls/lib/cmake/MbedTLS`
These dependencies typically need to be built with CMake to support
this.

`brotlicommon` is necessary when linking brotli statically.
E.g. on Alpine Linux with `PKG_CONFIG='pkg-config --static'`.
It also syncs brotli libs listed in `libcurl.pc` and `curl-config` with
those generated by cmake, which already listed `brotlicommon` there.

zizmor 1.9.0 effectively bans using GHA macros within shell script
snippets. Rework them to pass GHA macro values via envs and use those
envs in shell snippets. `${{ env.* }}` macros could be converted
to native env references after making their names shell-compatible.
Envs and shell commands can no longer be used in GHA macro values. Most
cases could be fixed by using literals. Passing quoted values with
spaces combined with other args also doesn't work anymore. This was
replaced by passing them separately.
Despite the initial complications, avoiding GHA macros in scripts does
seems to make the CI code reasonable cleaner. It also makes it possible
to analyze the scripts with shellcheck, finding subtle issues that went
unnoticed till now.
Also:
- un-ignore and fix three existing zizmor `template-injection` issues.
- add script to extract and shellcheck all shell code stored within GHA
and Circle CI YAML files.
- add CI job to run this script.
- fix shellcheck issues discovered.
- fix minor differences between cmake and autotools FreeBSD jobs.
- merge cmake/autotools FreeBSD jobs to avoid developing unwanted
differences again.
- fix/sync quote use across shell code.

`CURL_WERROR=ON` due to stripping a const.

Add CI checker to compare `libcurl.pc` and `curl-config` files
generated by autotools and cmake builds.
Fix differences and apply tiny cleanups:
- curl-config: use single-quotes for literals.
- curl-config: quote all variables.
- curl-config: replace double with single quotes in a substituted value
that's always literal (`@prefix@`).
- libcurl.pc: spelling in `Description:`.
- libcurl.pc: avoid substitution in a comment.
- cmake: fill `libdir` with `${exec_prefix}` instead of a literal.
To sync with './configure'.
- configure: fix `CURL_CA_BUNDLE` value to not generate nested quotes
in `curl-config`.
- configure: add missing `LDFLAGS` to `Libs.private` in `libcurl.pc`.
To sync with CMake.
- cmake: skip adding `CMAKE_C_IMPLICIT_LINK_LIBRARIES` for MINGW and
UNIX. They added these values as seen in CI:

Linux: `-lgcc -lgcc_s -lc -lgcc -lgcc_s`
- cmake: delete FIXME about enabling libssh2 by default.
`./configure` has special defaults for these packages (called: "off"):
brotli, zstd, libpsl, libssh2, libssh, wolfssl, librtmp
It looks for them, but only at system locations, which makes them
never detected e.g. on macOS. CMake doesn't offer such default mode
for now.
- GHA/macos: drop now redundant `-DCURL_DISABLE_LDAPS=ON`.
- cmake: use `CMAKE_INSTALL_INCLUDEDIR` and `CMAKE_INSTALL_LIBDIR`
instead of hardcoded `include`/`lib` when generating `libcurl.pc`.
Updates to the GHA workflow:
- move autotools out-of-tree and rename cmake out-of-tree directory
to `bld_cm` to tell it's cmake.
- disable static libcurl for `./configure` to match cmake.
- enable `pkg-config` debug output with `./configure`.
- dump list of Homebrew packages on macOS.
- dump `./configure` detailed logs.
- disable zstd and brotli for Linux, to match cmake.
There remain differences, mostly due to detection order and method. Also
some values are inherently different when using CMake and autotools,
such as `--cc`, `--configure`. autotools also generates duplicates for
`-lssl` and `-lcrypto`. macOS LDAP wants to link `-lber` while autotools
doesn't. Some build defaults are also different in autotools and cmake.
These differences are smoothened out for now by the checker script, or
via build options. Notice that lib order (a dupes) _can_ be significant
in some cases. E.g. the binutils linker is infamous for that on Windows.

- configure: disable pthreads by default on Windows.
- configure: disable detecting `fseeko()` on Windows.
(It exists in mingw-w64 2.0.0 and newer, but it's permanently ignored
in CMake, as this function is never necessary on Windows.)

To reduce the difference between Windows builds, which now all use

This in theory could make the dir listing feature work in mingw-w64
build, but in my tests (on WINE) it failed at the preceding `open()`

to match configure. (They are wrappers and make no difference in the build.)

Uses scripts/cmp-config.pl two compare two curl_config.h files,
presumbly generated with configure and cmake. It displays the
differences and filters out a lot of known lines we ignore.
The script also shows the matches that were *not* used. Possibly
subjects for removal.
