tool_cb_wrt: stop alloc/free for every chunk windows console output
Instead realloc to the largest buffer and keep that for reuse during the
entire lifetime.

tool_operate: cleanups
- move the state struct from config to global. It is used as a single
  instance anyway so might as well be a single one to save memory.
- simplify and combine several conditions
- set default retry delay inititally
- use better struct field names to make it easier to understand their
  purposes
- remove the state->outfiles field as it was not necessary
- remove superfluous glob cleanup call
- move conditions around to remove an indent level
- move the ->url NULL check

Takes single_transfer()'s complexity score down from 78 to 68.

curl: make global truly global
The GlobalConfig only exists in a single instance and it has worked like
this since the dawn of time. It is about time we stop passing around
pointers to what was already essentially a global object and instead
just use a... global.

It simplifies things.

build: drop explicit curlx from hdr paths, refer headers with curlx/ prefix
To make all src and test code refer to curlx headers the same way.

Also:
- src: move `curlx.h` include to `tool_setup.h`.
- src/tool_setup.h: drop stray `curlx/timeval.h`.
- servers: de-duplicate `curlx.h` and `curl_setup.h` includes.
- libtests, units: drop stray curlx sub-headers in favor of
  `<curlx/curlx.h>`.
- tests: include `curlx.h` with `<>` instead of `""`. To match
  other parts of the codebase.

curlx: move into to curlx/
Move curlx_ functions into its own subdir.

The idea is to use the curlx_ prefix proper on these functions, and use
these same function names both in tool, lib and test suite source code.
Stop the previous special #define setup for curlx_ names.

The printf defines are now done for the library alone. Tests no longer
use the printf defines. The tool code sets its own defines. The printf
functions are not curlx, they are publicly available.

The strcase defines are not curlx_ functions and should not be used by
tool or server code.

dynbuf, warnless, base64, strparse, timeval, timediff are now proper
curlx functions.

When libcurl is built statically, the functions from the library can be
used as-is. The key is then that the functions must work as-is, without
having to be recompiled for use in tool/tests. This avoids symbol
collisions - when libcurl is built statically, we use those functions
directly when building the tool/tests. When libcurl is shared, we
build/link them separately for the tool/tests.

- many big corporations and projects already don't use them
- saves us from pointless churn
- git keeps history for us
- the year range is kept in COPYING

curl: add --url-query
This option adds a piece of data, usually a name + value pair, to the
end of the URL query part. The syntax is identical to that used for
--data-urlencode with one extension:

If the argument starts with a '+' (plus), the rest of the string is
provided as-is unencoded.

This allows users to "build" query parts with options and URL encoding
even when not doing GET requests, which the already provided option -G
(--get) is limited to.

This idea was born in a Twitter thread.

setopt: add CURLOPT_PROTOCOLS_STR and CURLOPT_REDIR_PROTOCOLS_STR
... as replacements for deprecated CURLOPT_PROTOCOLS and
CURLOPT_REDIR_PROTOCOLS as these new ones do not risk running into the
32 bit limit the old ones are facing.

CURLINFO_PROTCOOL is now deprecated.

The curl tool is updated to use the new options.

Added test 1597 to verify the libcurl protocol parser.

This commit also adds a Github workflow to check pull requests and adapts

82c583dcf0 cookies: Support multiple -b parameters
Previously only a single -b cookie parameter was supported with the last
one winning.  This adds support for supplying multiple -b params to have
them serialized semicolon separated.  Both cookiefiles and cookies can be
entered multiple times.

Revert all SASL authzid (new feature) commits
- Revert all commits related to the SASL authzid feature since the next
  release will be a patch release, 7.65.1.

Prior to this change CURLOPT_SASL_AUTHZID  / --sasl-authzid was destined
for the next release, assuming it would be a feature release 7.66.0.
However instead the next release will be a patch release, 7.65.1 and
will not contain any new features.

After the patch release after the reverted commits can be restored by
using cherry-pick:

cac0e4a6ad cli tool: do not use mime.h private structures.
Option -F generates an intermediate representation of the mime structure
that is used later to create the libcurl mime structure and generate
the --libcurl statements.

http: added options for allowing HTTP/0.9 responses
Added CURLOPT_HTTP09_ALLOWED and --http0.9 for this purpose.

For now, both the tool and library allow HTTP/0.9 by default.
docs/DEPRECATE.md lays out the plan for when to reverse that default: 6
months after the 7.64.0 release. The options are added already now so
that applications/scripts can start using them already now.

2427d94c6d url: Add option CURLOPT_HAPPY_EYEBALLS_TIMEOUT
- Add new option CURLOPT_HAPPY_EYEBALLS_TIMEOUT to set libcurl's happy
  eyeball timeout value.

- Add new optval macro CURL_HET_DEFAULT to represent the default happy
  eyeballs timeout value (currently 200 ms).

- Add new tool option --happy-eyeballs-timeout-ms to expose
  CURLOPT_HAPPY_EYEBALLS_TIMEOUT. The -ms suffix is used because the
  other -timeout options in the tool expect seconds not milliseconds.
