- fix regex to not catch CR (from CRLF), in `PORT`, `EPRT`
commands, allowing to use `crlf="yes"` more.
- add `crlf="headers"` mode for `protocol` sections.
To call `subnewlines()` without its force option.
This is the mode used in `data` sections when `crlf="yes"`.
(This confusion may be subject to a future commit.)

Reducing the number of `tests/data/test*`:
- CRLF newlines from 11325 to 10295. (119984 lines total)
- files with mixed newlines from 707 to 656. (1890 files total)

The threee tags `<name>`, `</name>` and `<command>` were frequently used
with a leading space that this removes. The reason this habbit is so
widespread in testcases is probably that they have been copy and pasted.
Hence, fixing them all now might curb this practice from now on.

Add licensing and copyright information for all files in this repository. This
either happens in the file itself as a comment header or in the file
`.reuse/dep5`.
This commit also adds a Github workflow to check pull requests and adapts
copyright.pl to the changes.

was discovered to be problematic while investigating an incident reported by
Von back in May. curl in this case doesn't include a Content-Length: or
Transfer-Encoding: chunked header which is illegal. This test case is
added to DISABLED until a solution is found.
