configure: put CURLDEBUG and DEBUGBUILD in lib/curl_config.h

Browse source 
They are removed from the compiler flags.

This ensures that make dependency tracking will force a rebuild whenever
configure --enable-debug or --enable-curldebug changes.

Closes #2548
