openssl: drop redundant HAVE_OPENSSL_VERSION macro

Browse source 
It served as an extra guard over `OPENSSL_VERSION_STRING`.

Also, document that `OPENSSL_VERSION_STRING` is supported by OpenSSL 3+.

Closes #18367
