Subject: [PATCH] cmake/FindNettle: skip `pkg-config` for custom configs

If either `NETTLE_INCLUDE_DIR` or `NETTLE_LIBRARY` is set to customize
the `nettle` dependency, skip `pkg-config` and use the CMake-native
detection to honor these custom settings.
