cmake: enable CURL_USE_PKGCONFIG for cross-MINGW

Browse source 
Enable `CURL_USE_PKGCONFIG` by default for MinGW cross-builds.

Note: This may cause fallouts in certain envs where `pkg-config` picks
up native packages.
