tidy-up: URLs

Browse source 
- to avoid dupes.
- missing slashes.
- drop `.git` suffix from GitHub git repo URLs for a few outliers.
- use short YouTube URL like curl-www does.
- sync two RFC doc URLs with others.

Closes #19879
